In this role, you will plan, organize, manage, and administer operations of the juvenile detention facility and the Assessment & Evaluation (A&E) residential program. You will develop and implement programming and strategic planning; implement and assist in the development of policies, procedures, and business practices; evaluate goals, objectives, priorities, and activities to improve performance and outcomes for youth and staff; recommend and establish administrative controls and improvements to ensure safety and security; develop procedures to implement new and/or changing regulatory requirements; serve as a member of the DCJ Senior Leadership Team and the JSD Juvenile Leadership Team, and as the leader of the Detention Leadership Team.
You will direct and approve through subordinate managers the planning, prioritizing, assigning, supervising, training, and review of the work of a diverse workforce by serving as a resource, providing direction, guidance, and leadership to staff and subordinate managers; advising subordinate managers on complex and sensitive concerns and issues; responding to and resolving confidential and sensitive inquiries; investigating complaints and recommending corrective actions as necessary; and selecting, directing, and managing the work of consultants.
You will analyze and review federal, state and local laws, regulations, policies, and procedures in order to ensure compliance with Oregon Detention Guidelines, applicable Oregon Revised Statutes (ORS), and Behavior Rehabilitation Services (BRS) Oregon Administrative Rules (OAR); serve as the Prison Rape Elimination Act (PREA) Facility Manager; conduct analysis on best practices and trends, and formulate and implement recommendations; develop, implement, and maintain quality management and change management plans and systems to ensure compliance and achieve expected outcomes.
You will develop, administer and monitor a budget of over $10 million; approve expenditures with strict adherence to County finance rules; develop justifications and make budgetary recommendations to the DCJ Executive Team; participate in forecasting additional funding requirements for staffing and resources; identify, obtain, and manage funding from grants, contracts and other funding streams; participate in the interpretation, negotiation, management, and enforcement of contracts; and coordinate the finalization of budgets to ensure the timely submission of the department budget.
Additionally, you will negotiate, problem solve, and collaborate closely with contractors and other partner organizations including the Oregon Youth Authority, Oregon Department of Human Services - Child Welfare, Multnomah County District Attorney's Office, State Court System, Multnomah Education Service District, Multnomah County Health Department, Annie E. This advanced level, professional position reports directly to the JSD Director and is responsible for ensuring the safe and secure operation of Detention and the A&E Program, including strict adherence to laws, regulations and best practices.
In this role, you will plan, organize, manage, and administer operations of the juvenile detention facility and the Assessment & Evaluation (A&E) residential program. You will develop and implement programming and strategic planning; implement and assist in the development of policies, procedures, and business practices; evaluate goals, objectives, priorities, and activities to improve performance and outcomes for youth and staff; recommend and establish administrative controls and improvements to ensure safety and security; develop procedures to implement new and/or changing regulatory requirements; serve as a member of the DCJ Senior Leadership Team and the JSD Juvenile Leadership Team, and as the leader of the Detention Leadership Team.
You will direct and approve through subordinate managers the planning, prioritizing, assigning, supervising, training, and review of the work of a diverse workforce by serving as a resource, providing direction, guidance, and leadership to staff and subordinate managers; advising subordinate managers on complex and sensitive concerns and issues; responding to and resolving confidential and sensitive inquiries; investigating complaints and recommending corrective actions as necessary; and selecting, directing, and managing the work of consultants.
You will analyze and review federal, state and local laws, regulations, policies, and procedures in order to ensure compliance with Oregon Detention Guidelines, applicable Oregon Revised Statutes (ORS), and Behavior Rehabilitation Services (BRS) Oregon Administrative Rules (OAR); serve as the Prison Rape Elimination Act (PREA) Facility Manager; conduct analysis on best practices and trends, and formulate and implement recommendations; develop, implement, and maintain quality management and change management plans and systems to ensure compliance and achieve expected outcomes.
You will develop, administer and monitor a budget of over $10 million; approve expenditures with strict adherence to County finance rules; develop justifications and make budgetary recommendations to the DCJ Executive Team; participate in forecasting additional funding requirements for staffing and resources; identify, obtain, and manage funding from grants, contracts and other funding streams; participate in the interpretation, negotiation, management, and enforcement of contracts; and coordinate the finalization of budgets to ensure the timely submission of the department budget.
Additionally, you will negotiate, problem solve, and collaborate closely with contractors and other partner organizations including the Oregon Youth Authority, Oregon Department of Human Services - Child Welfare, Multnomah County District Attorney's Office, State Court System, Multnomah Education Service District, Multnomah County Health Department, Annie E. Casey Foundation, other County departments and County Juvenile Departments, local law enforcement and state agencies.
You will also represent the county to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; and act as representative on internal and external committees, interagency task forces, special projects, and other community outreach activities.
JSD Senior Managers are responsible for a team of 5-7 subordinate managers who oversee employees who work in Detention and Residential Services or Court and Community Supervision Services. JSD Senior Managers serve as members of the DCJ Senior Leadership Team and the JSD Juvenile Leadership Team. This Senior Manager leads the Detention Leadership Team.

You will review outcome data and benchmarks through a review of management reports, research and evaluation data, results audits, performance appraisals and meetings with managers. You monitor and participate in the development and administration of the division budget, including forecasting of resources needed, expenditures, and recommend mid-year or other adjustments.

The Legal Manager will join the legal action team and ensure projects run smoothly and in alignment with Justice in Motion’s theory of social change and program work goals, with the guidance and under the supervision of the Legal Director. While the initial focus of the position will be implementing legal action program objectives that support access to justice for migrant workers whose rights are violated while working in the U.S., specifically temporary foreign workers under the H-2 visa programs, over time the areas of concentration will shift as needed.
The ideal candidate is a lawyer with at least 3-5 years of experience representing migrant clients in federal employment or civil rights litigation and who is also an effective and proven project manager. Because the Legal Manager will regularly interact with lawyers in the U.S. and with members of the Justice in Motion Defender Network in Mexico and Central America, the candidate we seek must have professional-level Spanish fluency (written and spoken), which will be assessed as the first step of our hiring process.

Responsibilities: The primary responsibility includes project management supporting Justice in Motion’s collaborative work to ensure portable justice for migrants. Projects address cross-border challenges in the migrant rights and immigration landscape and elevate international collaboration within civil society to advance access to justice for migrants, harnessing the added value of Justice in Motion’s collaborative model and Defender Network in specific cases. This is an important position on a small team and duties may shift over time depending on strategic vision, opportunity, and the legal action team’s composition and capacity.
Specific job responsibilities include: 1. Project Management: Engage in special project implementation and evaluation as needed resulting from successful funding requests. This may include workflow development, program administration, data entry and outcome reporting, narrative writing, case collaboration management, advice and referral services for lawyers based in the U.S. and members of the JiM Defender Network, meeting facilitation, and evaluation.

4. Legal Training and Writing: Develop and deliver training (virtual and in-person) in Spanish and English to constituencies as needed and draft legal practice and advisory publications in both Spanish and English regarding migrants’ employment and civil rights, immigration, and access to justice.
5. General Support for the Organization: On an as needed basis, participate in JiM’s Policy program initiatives throughout the region related to migrant rights and protection, JiM’s Defender Network program capacity building related to cross-border collaboration serving migrants who need access to justice, and with Communications, Development, and Justice in Motion administration activities.
Details: The Legal Manager is a full-time, exempt position that reports to the Legal Director and begins as soon as possible. As the full time Academic/College Success Specialist you will primarily focus on the advising and retention of students by coordinating semester registration procedures, providing advising for students, as well as providing referrals to on-campus and off-campus resources. This position also develops educational plans consistent with students’ career/life goals and objectives and advises students on appropriate courses.
Additionally, this position coordinates and delivers educational and career activities/workshops individually and to groups, collaborates with Student Services staff, faculty, student educational resources, and other College staff relative to retention planning issues and related activities. Furthermore, as the College/Academic Success Specialist, you work with students by assisting them regarding program advising and referral to academic, non-academic and community services as well as coordinating and providing transfer information for colleges and universities.

Essential Job Functions
Important responsibilities and duties may include, but are not limited to, the following:
Organizes and prepares student files and degree audits for registration, verifying graduation status, and appropriate advising.
Review high school transcripts as well as standardized test scores to determine appropriate placement in courses. Advise students of results.
Prepare student schedules.
Provides appropriate referrals to Hawkeye's academic support services, financial assistance, advising, mental health counseling, and student health clinic services to enhance each individual student’s program completion.
Facilitates a collaborative process with faculty and staff to retain and increase persistence rates for program students.
Integrates intervention practices and support services for students who lack performance and/or attendance which may cause barriers to successful completion of course work.
Addresses and mediates student conflict.
Reviews academic evaluations to determine a student's remaining coursework.
Responsible for inputting work alerts in CRM Advise and addresses concerns to promote student success.
Conveys and interprets college requirements, policies, and procedures, and provides appropriate referrals to college and community resources.
Presents and coordinates workshops for students, faculty, and staff.
Assists with tour days such as Experience Hawkeye and other events as assigned.
Creates and presents new student orientation presentations for new incoming students.
Advises students on appropriate course placement consistent with student goals.
Advises students regarding assessment results and developmental course placement.
Manages student progress through individual appointments and in group settings.
Utilizes Datatel/Colleague and WebAdvisor software to manage student progress via student record reports.
Uses student development and case management models to aid in the personal growth and development of students.
Records and maintains accurate records of student interactions in CRM Advise.
Uses CRM Advise as a metric to gauge student success and retention.
Develops and maintains student program planning worksheets and/or transfer plans and tip sheets for transfer institutions and majors.
Assist current students with tasks such as registering, making changes to courses and/or course schedules as well as withdrawing from classes.
Educate students regarding financial aid awards. Assist students with the financial aid suspension appeals process which includes obtaining supporting documentation, completing the required academic planning worksheets, and reviewing forms to maintain financial aid eligibility.
Resolves issues using defined policies, practices, and professional knowledge as reference.
Interprets standardized tests including Accuplacer, COMPASS, CLEP, ACT and SAT, used for advising and course placement.
Participates in campus committees as assigned.
Unless otherwise approved under Hawkeye’s remote work policy, regular on campus and/or onsite attendance is considered an essential function of the position.
Performs other duties as assigned.

Minimum Requirements
Bachelor’s degree in Education or Student Affairs, Higher Education Administration, Social Work, Conflict Resolution or related field.
Demonstrated ability to execute organization and department policies and procedures.
Knowledge of degree/course requirements, transfer policies and recommendations for 4-year transfer institutions.
Knowledge of basic Financial Aid policies.
Skills in Google Suite/Document, Microsoft Office including, Excel, Word, and PowerPoint, Colleague, FileDirector, CRM, Zoom, Canva, and Canvas, Calendly and other related software.
Demonstrate ability to perform public speaking engagements such as presenting to various audiences.
Ability to demonstrate strong interpersonal communication.
Demonstrated ability to work with a culturally diverse student population, faculty, staff, and the general public.
Demonstrated ability to work independently with limited supervision.
Demonstrated ability to plan, organize, and complete advising goals and objectives.
Ability to demonstrate effective organizational skills to manage multiple and shifting tasks/demands to meet timely deadlines.
Demonstrated ability to perform critical thinking and troubleshooting tasks.
Demonstrated ability to handle confidential/sensitive information with discretion.
Preferred Qualifications
Master’s degree in student affairs, higher education administration, social work, conflict resolution, or related field.
Experience in teaching or advising in higher education.

Working Conditions
Anticipated schedule is: Monday – Friday 8:00am - 4:30pm with occasional evenings and Saturday hours.
Requires skills for succeeding in an office environment, using technology. Requires good hand-eye coordination including visual acuity to use a keyboard and read technical information; arm, hand and finger dexterity, including ability to grasp. Work is performed in an office setting. Sit, stand, bend, lift and move intermittently during working hours. During course of day, interact with students, faculty and staff in person, by telephone and computer.
Employment Status
