Duties
You’ll get to apply your expertise in crafting communications about the critical work of the Climate Pollution Reduction Program. This will include sharing updates on Washington’s efforts to reduce greenhouse gas emissions under the Climate Commitment Act, investments in clean transportation, the fluorinated gas reduction program, greenhouse gas emissions inventory development, the clean fuel standard and other environmental initiatives, through print, blogs, web content, graphics, videos, social media copy and press releases. With your knowledge of climate policy, you’ll support program leadership and senior staff with preparing legislative testimony, talking points, briefing documents, presentations, and other materials. You will also engage with the public participation process in support of rulemaking, which may include making presentations, overseeing public meetings, answering questions, and developing communication materials for public engagement. Additionally, you’ll help maintain key communications assets, like our website. Some other duties of the Climate Pollution Reduction Communications Consultant include:
Contact and interface with news media to promote and explain news content relevant to the CPRP.
Respond to inquiries from citizens, community groups, reporters, and regulated entities
Updating web content and creating new web content following accessibility and user-centered design best practices
Research, write, edit, and update written materials such as focus sheets, prevention bulletins, program brochures, conference displays, posters, and other publications for public distribution.
Develop graphics and videos for the website.
Track and share analytics.
Edit copy for a wide variety of work; review copy for correctness, clarity, form of presentation, and suitability for submission; confer with project staff on technical accuracy and rewrites as necessary.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Duties
You’ll get to apply your expertise in crafting communications about the critical work of the Climate Pollution Reduction Program. This will include sharing updates on Washington’s efforts to reduce greenhouse gas emissions under the Climate Commitment Act, investments in clean transportation, the fluorinated gas reduction program, greenhouse gas emissions inventory development, the clean fuel standard and other environmental initiatives, through print, blogs, web content, graphics, videos, social media copy and press releases. With your knowledge of climate policy, you’ll support program leadership and senior staff with preparing legislative testimony, talking points, briefing documents, presentations, and other materials. You will also engage with the public participation process in support of rulemaking, which may include making presentations, overseeing public meetings, answering questions, and developing communication materials for public engagement. Additionally, you’ll help maintain key communications assets, like our website. Some other duties of the Climate Pollution Reduction Communications Consultant include:
Contact and interface with news media to promote and explain news content relevant to the CPRP.
Respond to inquiries from citizens, community groups, reporters, and regulated entities
Updating web content and creating new web content following accessibility and user-centered design best practices
Research, write, edit, and update written materials such as focus sheets, prevention bulletins, program brochures, conference displays, posters, and other publications for public distribution.
Develop graphics and videos for the website.
Track and share analytics.
Edit copy for a wide variety of work; review copy for correctness, clarity, form of presentation, and suitability for submission; confer with project staff on technical accuracy and rewrites as necessary.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent

The incumbent carries out the following specific responsibilities :

Provides executive leadership and direction for all delegated Bureau programs in the development, implementation, execution, and evaluation in a manner that will foster the most effective conservation and utilization of Indian resources, including direction of program objectives, organizing work, and setting priorities.

Every day, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities. The salary range for new hires in this position is $83,000 – $99,000. Salaries vary based on geographical location. After submitting an application, candidates who move forward in the hiring process are provided with the salary for their geographical location. Employees regularly scheduled to work 20 or more hours per week are eligible to participate in the New Leaders Health Benefits and Wellness Program, through which New Leaders offers two robust medical plan options, dental care, vision, and other benefits. New Leaders also offers a 401K plan for eligible employees and generous paid-time-off benefits. The salary range for new hires in this position is $83,000 – $99,000. Salaries vary based on geographical location. After submitting an application, candidates who move forward in the hiring process are provided with the salary for their geographical location. PNRI is recruiting a Staff Scientist to play a key leadership role in the Decoding Stress project based in the Stubbs Lab. This project, initiated as a collaboration that integrated novel computational methods developed by Dr. David Galas and basic science mechanistic studies in the Stubbs group, is focused on uncovering the genetic mechanisms of stress-related health disorders with particular focus on how brain stress responses may contribute to comorbid disorders of metabolic and mental health. The project aims to identify genetic alleles associated with disease susceptibility or resilience in clinical populations, including the search for genetic modifiers that can alter the effects of the primary alleles. Novel candidate genes and interactions will then be validated in mouse models, with mechanistic and functional insights developed at the genetic, genomic, cellular, and molecular levels. Ultimately, the project will identify novel loci and molecular pathways that can be used as translational targets for improving diagnostic applications or therapeutic outcomes in humans.
The ideal candidate will have a vision for helping build a new multidisciplinary program leveraging insights from basic science and computational biology for the development of real world clinical/translational impact. We seek a highly motivated, energetic individual who can bring additional expertise in human genetics/clinical genetics, stress biology, and translational research methods into the team. The Staff Scientist will use their knowledge of human genetics and stress biology to help guide the identification of genes and gene networks in collaboration with the other team members. PNRI is recruiting a Staff Scientist to play a key leadership role in the Decoding Stress project based in the Stubbs Lab. This project, initiated as a collaboration that integrated novel computational methods developed by Dr. David Galas and basic science mechanistic studies in the Stubbs group, is focused on uncovering the genetic mechanisms of stress-related health disorders with particular focus on how brain stress responses may contribute to comorbid disorders of metabolic and mental health. The project aims to identify genetic alleles associated with disease susceptibility or resilience in clinical populations, including the search for genetic modifiers that can alter the effects of the primary alleles. Novel candidate genes and interactions will then be validated in mouse models, with mechanistic and functional insights developed at the genetic, genomic, cellular, and molecular levels. Ultimately, the project will identify novel loci and molecular pathways that can be used as translational targets for improving diagnostic applications or therapeutic outcomes in humans.
The ideal candidate will have a vision for helping build a new multidisciplinary program leveraging insights from basic science and computational biology for the development of real world clinical/translational impact. What makes this role unique?
The Climate Commitment Act Implementation Group is leading the design and implementation of Washington’s cap-and-invest program, which employs market mechanisms to reduce greenhouse gas (GHG) emissions in a cost-effective manner. As part of the cap-and-invest program, businesses and entities will be required to obtain allowances tied to their emissions, which can be bought, sold, and traded. This market began in January 2023, the first auction was held in February 2023, and the proceeds will be invested in initiatives to decarbonize transportation and other sectors of the economy, promote clean energy, and advance equity and environmental justice. The Auctions and Market section helps bring companies into the cap-and-invest program, facilitates allowance auctions and trading, and safeguards the Cap-and-Invest Program’s integrity through ongoing market surveillance. In this position as a senior market monitor, you will be responsible for developing and implementing strategies to surveil the Cap-and-Invest Program. The position safeguards the auctions and the market program, which is a top priority of both the agency, Legislature and Governor’s Office. What you will do:
Contribute to analysis of entity behavior within the cap-and-invest program with a focus on activities that change the Washington allowance market and related commodities and futures markets.
Support potential market-related linkage work. In the event of linkage, work on the coordination of market-monitoring activities with linked program(s).
Maintain an up-to-date understanding of finance, econometrics, and/or related fields. Apply concepts from these fields in your market monitoring work.
Provide support to other CCA Implementation Group staff as entities join the cap-and-invest market, such as providing analysis of corporate association groups that allow entities to join the market.

Qualifications
The goal class for this position is Financial Examiner 4 (FE4) . We will consider applicants who meet the requirements for the FE3 and FE4 levels. If the finalist meets the requirements for the FE3, they will be hired in at that level and placed into a training program to become an FE4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

Duties
What makes this role unique?
The Climate Commitment Act Implementation Group is leading the design and implementation of Washington’s cap-and-invest program, which employs market mechanisms to reduce greenhouse gas (GHG) emissions in a cost-effective manner. As part of the cap-and-invest program, businesses and entities will be required to obtain allowances tied to their emissions, which can be bought, sold, and traded. This market began in January 2023, the first auction was held in February 2023, and the proceeds will be invested in initiatives to decarbonize transportation and other sectors of the economy, promote clean energy, and advance equity and environmental justice. The Auctions and Market section helps bring companies into the cap-and-invest program, facilitates allowance auctions and trading, and safeguards the Cap-and-Invest Program’s integrity through ongoing market surveillance. In this position as a senior market monitor, you will be responsible for developing and implementing strategies to surveil the Cap-and-Invest Program. The position safeguards the auctions and the market program, which is a top priority of both the agency, Legislature and Governor’s Office. What you will do:
Contribute to analysis of entity behavior within the cap-and-invest program with a focus on activities that change the Washington allowance market and related commodities and futures markets.
Support potential market-related linkage work. In the event of linkage, work on the coordination of market-monitoring activities with linked program(s).
Maintain an up-to-date understanding of finance, econometrics, and/or related fields. Apply concepts from these fields in your market monitoring work.
Provide support to other CCA Implementation Group staff as entities join the cap-and-invest market, such as providing analysis of corporate association groups that allow entities to join the market.
Mentor, cross-train, and serve as strong positive example to other auctions and market unit staff.
Qualifications
The goal class for this position is Financial Examiner 4 (FE4) . We will consider applicants who meet the requirements for the FE3 and FE4 levels. If the finalist meets the requirements for the FE3, they will be hired in at that level and placed into a training program to become an FE4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent

The Associate Administrator for Planning and Environment is responsible for providing executive direction to all Federal Transit Administration (FTA) activities relating to transit and transportation planning and environmental enhancement. The office is responsible for administering a national program of metropolitan and statewide planning assistance by managing financial and technical resources and by directing program implementation to provide procedural and expert support for required environmental, planning, and capital development processes; to advance the state-of-the-art in transportation planning, environmental analysis and enhancement, and capital development; and to serve as the principal advisor to the Administrator and Deputy Administrator and provides executive direction pertaining to planning and environmental issues.

Directs and coordinates the activities of component offices which are multi-disciplinary in nature and responsible for the following programs:
Preparation and presentation of material for the budget proposal for both planning and major new transit capital projects. Answering related congressional questions and performing needed analyses.
Development of annual resource allocation plans (national and regional program plans) for the planning and technical studies grant programs including allocations for metropolitan and state-wide planning in each state and subprograms for special studies including major investment analyses, environmental impact assessments and financial planning, etc.
Resource management and accountability activities involved in implementation of approved regional program plans for planning and technical studies grants, including operation of a grant management information system.
Development of technical studies program budget to process information for FTA and DOT budget offices, OMB, and the Congress.
Development of FTA planning policy, and technical and procedural guidance. Policy development may take the form of guidance to the FTA field planning staff or grantees, new revised Federal regulations, or legislative or budget proposals. Technical and procedural guidance is developed for FTA field staff and for state and local planning agencies and transit operators and is intended to amplify or interpret planning policy or to describe planning methodologies or procedures.
Evaluation of the financial capacity of project sponsors of major public transportation capital investments and development of procedures for the evaluation of such projects.
Development of procedures and policies to implement the environmental enhancement and protection requirements of the FTA program.
Preparation of policy and procedures for the implementation of the Protection of Public Lands, Section 4(f), dealing with historic preservation and provision of advice to the FTA field offices in their application.
Ensuring that financial planning is conducted as part of the overall planning and project development processes.
Directing the development of policy statements and guidelines for incorporation in appropriate manuals and directives for the identification and analysis of environmental factors during the planning, design, construction, and operation of transit projects in the areas of responsibility assigned to the office.

Preparation and presentation of material for the budget proposal for both planning and major new transit capital projects. Answering related congressional questions and performing needed analyses.
Development of annual resource allocation plans (national and regional program plans) for the planning and technical studies grant programs including allocations for metropolitan and state-wide planning in each state and subprograms for special studies including major investment analyses, environmental impact assessments and financial planning, etc.
Resource management and accountability activities involved in implementation of approved regional program plans for planning and technical studies grants, including operation of a grant management information system.
Development of technical studies program budget to process information for FTA and DOT budget offices, OMB, and the Congress.
Development of FTA planning policy, and technical and procedural guidance. Policy development may take the form of guidance to the FTA field planning staff or grantees, new revised Federal regulations, or legislative or budget proposals. Technical and procedural guidance is developed for FTA field staff and for state and local planning agencies and transit operators and is intended to amplify or interpret planning policy or to describe planning methodologies or procedures.
Evaluation of the financial capacity of project sponsors of major public transportation capital investments and development of procedures for the evaluation of such projects.
Development of procedures and policies to implement the environmental enhancement and protection requirements of the FTA program.
Preparation of policy and procedures for the implementation of the Protection of Public Lands, Section 4(f), dealing with historic preservation and provision of advice to the FTA field offices in their application.
Ensuring that financial planning is conducted as part of the overall planning and project development processes.
Directing the development of policy statements and guidelines for incorporation in appropriate manuals and directives for the identification and analysis of environmental factors during the planning, design, construction, and operation of transit projects in the areas of responsibility assigned to the office.
Ensuring that FTA environmental policies and actions are consistent with the objective and requirements of NEPA, CEQ Guidance, the DOT Order on the Environment, the joint FTA/FHW A Regulation on NEPA and Related Procedures for Transportation Decision making, the joint FTA/FHWA Regulation on Statewide/Metropolitan Transportation Planning, and other related laws and regulations.
Oversees evaluation of national program effectiveness of FTA Headquarters' and Regional Offices in the protection and enhancement of the human and natural environment during the administration of the transit program.
Directs the development, evaluation, and promotion of enhanced approaches for integrating environmental decision making in transportation planning, programming, and-projects. Disseminates information on improved processes for NEPA and transportation decision making to regional offices and other interested parties.
Executive direction of a diverse multi-disciplinary team of planners, economists, engineers, environmental specialists, and support personnel carrying out the office’s mission.
