Job Description

The Oregon Health Authority has a fantastic opportunity for an IT Manager with experience managing an Application Delivery Team to lead an excellent team, ensure key deliverables and work to advance their IT operations. 

 

This position falls under the Classification Principal/Executive Manager E.

 

 

WHAT YOU WILL DO!

As the Enterprise Application Delivery Manager, you will provide expert consultation to executive leadership in the Office of Information Services (OIS) by developing business case justifications and cost/benefit analyses for IT spending and initiatives. You will analyze existing operations and make recommendations for improvement and growth.

 

In this leadership role, you will manage deployment, planning, monitoring, maintenance, development, upgrade and support of enterprise information systems and associated hardware. You will develop and maintain strong relationships with business/functional units and develop an understanding of their business, goals, mission and business drivers. You will make business decisions on IT services, support and products; and ensure the understanding of impacts and investments required to achieve the organizations’ desired IT results.

 

Additionally, you will develop the tactical/operational strategy and solutions roadmap to ensure the efficient utilization of IT operational resources and services enabled to both internal and external customers.

 

The Enterprise Application Delivery Team is responsible for the availability of agency data and software applications. The team provides employees of the Oregon Health Authority (OHA) and the Department of Human Services (DHS) with rapid access to information they need to make critical business decisions anytime, anywhere on any device.

 

 

WHAT WE ARE LOOKING FOR:

  • (a) Three (3) years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation. OR (b) Two (2) years of
    management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation; AND 45-48 quarter hours (30-32 semester hours) of graduate level coursework in management. OR (c) Three (3) years of professional experience as a program/project leader, assigning and reviewing work of professional staff (e.g., engineers, etc.) including project responsibility for developing goals and objectives, project evaluation, and monitoring and controlling or preparing a budget.
  • Experience managing teams engaged in Microsoft Windows OS, Intune, Office 365, System Center Configuration Manager, BIOS configurations, Active Directory and PowerShell scripting.
  • Experience managing teams engaged in Product System Development lifecycle including system design and architectures, implementation, integration, and testing of infrastructure and endpoint technologies.
  • Experience managing teams engaged in the cloud computing model as it relates to enterprise productivity. Experience with Azure.
  • Experience managing teams that have knowledge of application and desktop virtualization technologies, such as Citrix XenApps and XenDesktops, Desktop as a Service (DaaS), terminal servers and client-based virtualization technologies.
  • Experience in project management agile framework, methodology, principles, techniques and practices
  • Ability to maintain tight deadlines and close coordination and communication with Human Resources, OIS Executives and peer Managers, agency Divisions, partners and contractors.
  • In depth knowledge of project management techniques, budgeting and cost benefit analysis, resources processes.
  • Skill in organizing work and meeting deadlines by establishing operating and/or reporting relationships and by assigning the work accordingly.
  • Knowledge and expertise which is sufficient and current to allow effective supervision of subordinate technical staff.
  • Ability to complete the service development process through testing (unit, functional integration system, load/performance, user acceptance and usability), issues resolution, documentation (service support, user and marketing), service-related training development (materials and classes) and mentoring of service support staff.
  • Experience in promoting a culturally competent and diverse work environment.
