The Department of Community Justice Juvenile Services Division (JSD ) is seeking a Qualified Mental Health Professional (QMHP) with advanced knowledge, skills and abilities (KSA) working with the Latino/Latina/Latine community for a Mental Health Consultant position with the Cultural Responsivity Team. This position requires the ability to communicate (speak, read and write) to families in Spanish (and English) ensuring culturally relevant mental health services, prevention support and care coordination.
The juvenile justice system in Multnomah County is a national leader in developing programs and services that contribute to countywide reductions in recidivism and racial and ethnic disparities in the justice system. Juvenile Services staff screen juvenile cases, prepare reports for courts, supervise youth on probation and collaborate with community organizations to maximize effective services and positive outcomes.
This important Mental Health Consultant directly supports youth and families primarily from the Latino/Latina/Latine community. This role delivers crucial short-term treatment interventions aimed at stabilizing family dynamics and provides comprehensive case management, including connecting families to community based organizations for longer term care. Key activities encompass facilitating family meetings, conducting individual sessions, performing thorough mental health assessments and developing informed treatment recommendations, leading parent skill building and skill groups to foster positive outcomes. This role conducts work both in the office and through field engagements such as home visits and other safe, family preferred locations.
Primary responsibilities include but are not limited to the following:
Engagement, Assessment and Treatment: This includes completing comprehensive mental health assessments using Global Appraisal of Individual Needs (GAIN), developing safety and service plans, providing direct treatment services (individual, family, group therapy, psychological-education, case management), applying knowledge, skills and training (certification) of substance use disorders, performing managed care assessments, developing detailed clinical notes and documentation, and understanding cultural/racial/ethnic factors, specifically within the Latino/Latina/Latine community to engage, assess and treat.
Community Outreach and Support: This involves assisting with outreach to various community entities to share referral information and education, supervising and managing contracted services as a mandatory reporter under Oregon Administrative Rules (OARS) and Oregon Revised Statutes(ORS), mediating conflicts within the community to support and build positive outcomes, researching and advocating for funding and grants to empower community’s voice to resolution, challenging systemic racism and connecting clients to behavioral health services and resources while collaborating on outreach and engagement to Latino/a/e clients and families facing barriers.
Documentation: This encompasses documenting all clinical assessments, service plans, service notes, outcome measures, fidelity measures, local/state/federal measures, and required forms in accordance with HIPAA, legal, medical, mental health (OAR compliance) and other programmatic standards, completing administrative data collection, participating in supervision and meetings, and attending professional trainings and seminars for development, credentialing and to maintain awareness of professional standards.

Four (4) years of experience providing professional support or counseling services to clientele in a social service, rehabilitative, or correctional setting.
A bachelor’s degree in a behavioral science or a related field with major courses in behavioral science may substitute three (3) years of professional support/counseling services.

What We Are Looking For:

Duties
You’ll get to apply your expertise in crafting communications about the critical work of the Climate Pollution Reduction Program. This will include sharing updates on Washington’s efforts to reduce greenhouse gas emissions under the Climate Commitment Act, investments in clean transportation, the fluorinated gas reduction program, greenhouse gas emissions inventory development, the clean fuel standard and other environmental initiatives, through print, blogs, web content, graphics, videos, social media copy and press releases. With your knowledge of climate policy, you’ll support program leadership and senior staff with preparing legislative testimony, talking points, briefing documents, presentations, and other materials. You will also engage with the public participation process in support of rulemaking, which may include making presentations, overseeing public meetings, answering questions, and developing communication materials for public engagement. Additionally, you’ll help maintain key communications assets, like our website. Some other duties of the Climate Pollution Reduction Communications Consultant include:
Contact and interface with news media to promote and explain news content relevant to the CPRP.
Respond to inquiries from citizens, community groups, reporters, and regulated entities
Updating web content and creating new web content following accessibility and user-centered design best practices
Research, write, edit, and update written materials such as focus sheets, prevention bulletins, program brochures, conference displays, posters, and other publications for public distribution.
Develop graphics and videos for the website.
Track and share analytics.
Edit copy for a wide variety of work; review copy for correctness, clarity, form of presentation, and suitability for submission; confer with project staff on technical accuracy and rewrites as necessary.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:

Job Description CJNRC is seeking a Communications Strategist II to join our Communications Department. The Communications Strategist II will be primarily responsible for developing and executing earned media strategy to advance a pro-worker narrative on climate and promote union-led climate jobs campaigns, perspectives, and priorities. The Communications Strategist II will work closely with CJNRC’s campaigns, legal, and policy departments and support a nationwide network of unions and state-based climate jobs coalitions, identifying opportunities to secure positive coverage and amplifying the voices of workers leading the charge to build a clean energy economy powered by union jobs.
The Communications Strategist II will play a critical role in CJNRC’s Communications Department, continually surveying the media landscape for upcoming opportunities and challenges—and working with colleagues within and outside the department to develop strategies for responding to them, often on tight deadlines.
This position reports to the Director of Communications.
Description of Duties, including but not limited to:
Develop and implement comprehensive press plans to promote climate jobs campaigns, initiatives, and priorities;
Serve as the primary point of contact for all media inquiries;
Support a network of union-led coalitions, working collaboratively with unions and leaders to develop earned media and communications plans for state and local campaigns;
Write and distribute press memos and backgrounders, releases, advisories, and other communications materials, translating dense policy concepts into digestible messaging that resonates with press and the general public;
Pitch stories to reporters, producers, and editors to secure favorable coverage (TV, radio, online and print);
Cultivate, maintain and expand relationships with key journalists, editors, bookers, opinion leaders, and others who regularly cover climate, clean energy, and labor issues in national, regional and local outlets;
Prepare spokespeople for interviews and public appearances, including drafting talking points and providing formal media training and informal prep sessions prior to each interview or event;
Monitor relevant trends and developments in media and culture, and identify opportunities and suggest strategies for positioning unions and climate jobs coalitions in the field;
Monitor relevant media coverage and provide daily reports to CJNRC leadership;
Perform other duties and special projects as needed;
Occasional travel for events and campaigns.
Experience and Qualifications
A strong commitment to progressive social change, racial justice, a familiarity with the issues that are central to CJNRC’s work and vision;
Minimum four years of experience in media relations or journalism; preferably for a labor union or allied advocacy organization;
Successful track record of developing and executing communications strategies and campaigns in a fast-paced, mission-driven environment;
Strong experience in media and press strategy including print, broadcast and digital;
Experience in advocacy and organizing is preferred;
Strong interpersonal, leadership, and problem-solving skills, and the ability to operate professionally under pressure with a team mentality;
Exceptional writing, editing, messaging, and verbal communication skills with sharp attention to detail;
Strong verbal communication skills and ability to communicate effectively;
Proficiency with databases and PR software such as Meltwater and Cision;
Strong organizational skills and ability to manage large volumes of projects, tasks, and files;
Self-starter, can work independently and remotely, set and reach individual goals, and handle a variety of personalities in collaborative environments;

The Communications Strategist II will play a critical role in CJNRC’s Communications Department, continually surveying the media landscape for upcoming opportunities and challenges—and working with colleagues within and outside the department to develop strategies for responding to them, often on tight deadlines.

Develop and implement comprehensive press plans to promote climate jobs campaigns, initiatives, and priorities;
