Job Description

This position is part of the Director’s Office, providing strategic leadership, coordination, and decision-making support across the Behavioral Health Division, ensuring that priorities, policies, and operations are aligned and communicated clearly, while overseeing major statewide programs serving children, youth, families, forensic populations, people with complex needs, older adults, veterans, and individuals needing outpatient, residential, housing, and crisis services.

As a Mink Bowman Senior Project Manager, you will join a new four‑person team coordinating activities tied to the federal Mink Bowman lawsuit. Your work will help improve timely admissions and discharges at the Oregon State Hospital and strengthen access to community‑based services after hospitalization, aligning with key BHD strategies statewide.

In this role, you will lead project management efforts, coordinate across teams and agencies, manage workplans, ensure timely completion of tasks, and keep leadership informed. Your efforts will support critical initiatives, enhance communication, and help improve continuity of care across Oregon’s behavioral health system.

 

Minimum Qualifications:

Seven years of professional level experience related to the class concept;

OR

Six years of professional level experience related to the class concept AND an Oregon Project Management Associate Certification;

OR

Four years of professional level experience related to the class concept AND a Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field;

OR

Two years of professional level experience AND Project Management Professional Certification awarded by the Project Management Institute.

 

Desired Attributes:

  • Demonstrated ability to determine the impact of all work on health equity, ensuring decisions support fair distribution of resources and address historical and contemporary injustices.
  • Experience applying established principles, standards, and methods of project management to guide planning and implementation.
  • Experience using financial analysis and reporting techniques, operational research methods, and business and management principles related to strategic planning and resource coordination.
  • Experience applying theories and practices of organizational behavior, administrative systems, and organizational analysis, including advanced statistical methods.
  • Demonstrated ability to use knowledge of computer systems analysis, including software and hardware capabilities typical of complex organizations.
  • Demonstrated ability to implement effective organizational communication methods and apply qualitative and quantitative techniques to assess program efficiency, effectiveness, and productivity.
  • Experience with the executive and legislative decision‑making processes and apply organizational systems principles to government operations.
