Position Summary:

Duties
What makes this role unique?
The Climate Commitment Act Implementation Group is leading the design and implementation of Washington’s cap-and-invest program, which employs market mechanisms to reduce greenhouse gas (GHG) emissions in a cost-effective manner. As part of the cap-and-invest program, businesses and entities will be required to obtain allowances tied to their emissions, which can be bought, sold, and traded. This market began in January 2023, the first auction was held in February 2023, and the proceeds will be invested in initiatives to decarbonize transportation and other sectors of the economy, promote clean energy, and advance equity and environmental justice. The Auctions and Market section helps bring companies into the cap-and-invest program, facilitates allowance auctions and trading, and safeguards the Cap-and-Invest Program’s integrity through ongoing market surveillance. In this position as a senior market monitor, you will be responsible for developing and implementing strategies to surveil the Cap-and-Invest Program. The position safeguards the auctions and the market program, which is a top priority of both the agency, Legislature and Governor’s Office. What you will do:
Contribute to analysis of entity behavior within the cap-and-invest program with a focus on activities that change the Washington allowance market and related commodities and futures markets.
Support potential market-related linkage work. In the event of linkage, work on the coordination of market-monitoring activities with linked program(s).
Maintain an up-to-date understanding of finance, econometrics, and/or related fields. Apply concepts from these fields in your market monitoring work.
Provide support to other CCA Implementation Group staff as entities join the cap-and-invest market, such as providing analysis of corporate association groups that allow entities to join the market.
Mentor, cross-train, and serve as strong positive example to other auctions and market unit staff.
Qualifications
The goal class for this position is Financial Examiner 4 (FE4) . We will consider applicants who meet the requirements for the FE3 and FE4 levels. If the finalist meets the requirements for the FE3, they will be hired in at that level and placed into a training program to become an FE4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent

Duties
What makes this role unique?
The Climate Commitment Act Implementation Group is leading the design and implementation of Washington’s cap-and-invest program, which employs market mechanisms to reduce greenhouse gas (GHG) emissions in a cost-effective manner. As part of the cap-and-invest program, businesses and entities will be required to obtain allowances tied to their emissions, which can be bought, sold, and traded. This market began in January 2023, the first auction was held in February 2023, and the proceeds will be invested in initiatives to decarbonize transportation and other sectors of the economy, promote clean energy, and advance equity and environmental justice. The Auctions and Market section helps bring companies into the cap-and-invest program, facilitates allowance auctions and trading, and safeguards the Cap-and-Invest Program’s integrity through ongoing market surveillance. In this position as a senior market monitor, you will be responsible for developing and implementing strategies to surveil the Cap-and-Invest Program. The position safeguards the auctions and the market program, which is a top priority of both the agency, Legislature and Governor’s Office. What you will do:
Contribute to analysis of entity behavior within the cap-and-invest program with a focus on activities that change the Washington allowance market and related commodities and futures markets.
Support potential market-related linkage work. In the event of linkage, work on the coordination of market-monitoring activities with linked program(s).
Maintain an up-to-date understanding of finance, econometrics, and/or related fields. Apply concepts from these fields in your market monitoring work.
Provide support to other CCA Implementation Group staff as entities join the cap-and-invest market, such as providing analysis of corporate association groups that allow entities to join the market.
Mentor, cross-train, and serve as strong positive example to other auctions and market unit staff.
Qualifications
The goal class for this position is Financial Examiner 4 (FE4) . We will consider applicants who meet the requirements for the FE3 and FE4 levels. If the finalist meets the requirements for the FE3, they will be hired in at that level and placed into a training program to become an FE4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent

The Portland Regional Office of LASO serves a poverty population of more than 220,000. Qualifications
Competitive candidates will be bilingual in English and Spanish (or other commonly spoken language of our client populations); have proven interest in and commitment to advocacy for the legal rights of low-income Oregonians, specifically DV/SA survivors; experience providing trauma-informed services to survivors; enthusiasm, creativity, good judgment, initiative, and willingness to work collaboratively; as well as a demonstrated understanding and commitment to anti-bias principles, cultural competency and addressing systemic racism and other forms of oppression. Compensation is based on a 35-hour work week. The Climate Commitment Act Implementation Group is leading the design and implementation of Washington’s cap-and-invest program, which employs market mechanisms to reduce greenhouse gas (GHG) emissions in a cost-effective manner. The Auctions and Market Unit helps bring companies into the cap-and-invest program, facilitates allowance auctions and trading, and safeguards the Cap-and-Invest Program’s integrity through ongoing market surveillance. In this position as a senior market monitor, you will be responsible for developing and implementing strategies to surveil the Cap-and-Invest Program. The Associate General Counsel provides legal oversight and risk management on a variety of issues involving the organization’s structure, government and regulatory compliance, governance, and contractual arrangements. The Associate General Counsel provides advice and training to staff, including senior staff, in matters including, but not limited to, electoral and political activities and communications, compliance with tax law and IRS regulations for nonprofit and charitable organizations, fundraising, telecommunications, and other risk management, with a particular emphasis on election and campaign finance matters. The Associate General Counsel supervises the Compliance Director and compliance team, as well as law clerks, as needed, and provides support to the General Counsel and SVP of Strategic Initiatives on departmental and budget management.
Responsibilities:
Advise on the conduct and structure of electoral activities and programs, including independent expenditure activities, coordinated activities and in-kind contributions, and candidate fundraising activities. Ensure that LCV and affiliated entities are in compliance with applicable federal, state and/or local election law, including registration and reporting requirements.
Supervise, lead and develop Compliance Director and compliance team, and provide oversight of their work managing campaign finance compliance reporting processes. Review and approve filings with the FEC, IRS, and state agencies.
Work with Human Resources to respond to employee relations and labor management matters by providing day-to-day legal advice and counseling on a wide range of activities and programs related to employment and labor matters.
Advise on compliance with federal and state lobbying and ethics laws and regulations, including the Lobbyist Disclosure Act and associated reporting.
Advise on the conduct of fundraising and advocacy activities, including telemarketing, direct mail, text messaging campaigns, online and television advertising, field canvassing, and social media in accordance with applicable law, and review public communications and materials.

The Associate General Counsel provides legal oversight and risk management on a variety of issues involving the organization’s structure, government and regulatory compliance, governance, and contractual arrangements. The Associate General Counsel provides advice and training to staff, including senior staff, in matters including, but not limited to, electoral and political activities and communications, compliance with tax law and IRS regulations for nonprofit and charitable organizations, fundraising, telecommunications, and other risk management, with a particular emphasis on election and campaign finance matters. The Associate General Counsel supervises the Compliance Director and compliance team, as well as law clerks, as needed, and provides support to the General Counsel and SVP of Strategic Initiatives on departmental and budget management.
Responsibilities:
Advise on the conduct and structure of electoral activities and programs, including independent expenditure activities, coordinated activities and in-kind contributions, and candidate fundraising activities. Ensure that LCV and affiliated entities are in compliance with applicable federal, state and/or local election law, including registration and reporting requirements.
Supervise, lead and develop Compliance Director and compliance team, and provide oversight of their work managing campaign finance compliance reporting processes. Review and approve filings with the FEC, IRS, and state agencies.
Work with Human Resources to respond to employee relations and labor management matters by providing day-to-day legal advice and counseling on a wide range of activities and programs related to employment and labor matters.
Advise on compliance with federal and state lobbying and ethics laws and regulations, including the Lobbyist Disclosure Act and associated reporting.
Advise on the conduct of fundraising and advocacy activities, including telemarketing, direct mail, text messaging campaigns, online and television advertising, field canvassing, and social media in accordance with applicable law, and review public communications and materials.
Draft, review and negotiate contractual agreements of all types and oversee the organization’s contract management system.
Draft and review grant agreements, reports, and proposals.
Advise on federal and state telecommunications law issues, particularly issues relating to the federal Telephone Consumer Protection Act.
Develop and conduct staff trainings on legal issues, organizational policies and procedures, and conduct legal orientation sessions for new staff members.
Conduct other legal research and prepare memos and other communications for the General Counsel, as needed.
Track legal developments and pending legislation and regulations that may impact the organization’s operations or activities.
Assist in developing, implementing and monitoring compliance with organizational policies and procedures.
Aid the General Counsel in corporate and governance oversight.
Work collaboratively with outside counsel and monitor and identify when seeking advice of outside counsel is warranted.
