The James City County Social Services Department seeks an individual to perform responsible work reviewing and evaluating information gathered from applicants to determine eligibility for public assistance programs and services within established policies, procedures, and guidelines.

Responsibilities:

Responsibilities:

(Benefits Program Specialist III) Assists with training of staff; assumes supervisory duties in absence of supervisor; attends management meetings and public speaking engagements; assists with tracking and monitoring funds available for State, local and federal childcare subsidy budget, along with recruitment and retention of childcare subsidy vendors if assigned the Childcare Assistance program area.
Requirements:
Any combination of education and experience equivalent to an Associate’s degree in human services or related field; some human service related experience, preferably involving interviewing customers.
Must possess or obtain within 30 days of hire a valid Virginia driver’s license and have an acceptable driving record based on James City County’s criteria.
Knowledge of principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction; knowledge of basic mathematical calculations.

What will you do? As a Health Systems Policy Specialist , you will perform the following duties:
Serve as a subject matter expert for commercial tobacco cessation, providing guidance to internal and external on effective policies, systems, and practices, including Medicaid policies, clinic-based closed loop referral systems, and promotion of cessation counseling and referral services.

What will you do? As a Health Systems Policy Specialist , you will perform the following duties:
Serve as a subject matter expert for commercial tobacco cessation, providing guidance to internal and external on effective policies, systems, and practices, including Medicaid policies, clinic-based closed loop referral systems, and promotion of cessation counseling and referral services.
Promote and manage strategic relationships with key health systems partners (including, but not limited to state Medicaid programs and partners, payers, hospitals, clinics, and health care provider organizations) and provide high level health systems expertise based on scientifically sound methods for effective chronic disease prevention, early detection, and self-management.
Identify program related funding and develop grant applications and proposals for health systems-related contracts.

Coordinate commercial tobacco cessation strategies with other HPCDP strategic efforts and partners at the local, state, and regional level.
Provide guidance for local public health, community-based organizations, and other local service providers in the development and implementation of culturally and linguistically relevant cessation programs.
Provide subject matter expertise related to state and federal health reform, identify emerging issues in the role of public health in relationship to health system transformation and identify key issues and interventions related to equity in the health system.
Understand, track, propose, and develop strategies for HPCDP’s relationship with and involvement with other OHA divisions, programs, committees, and initiatives.
Provide strategic and technical expertise on health systems and community-clinical linkage strategies to promote self-management referrals from health systems to community resources, including culturally appropriate commercial tobacco cessation services.

The Environmental Analyst III / Ecological Restoration Specialist serves as a restoration project manager for DER’s Dam Removal Program and contributes to internal and external capacity building for DER’s habitat restoration activities. The Ecological Restoration Specialist provides programmatic support to improve dam removal best practices, build partnerships, develop technical guidance documents, and improve monitoring and evaluation of environmental outcomes to increase the pace and quality of dam removal projects across the Commonwealth. Duties
What makes this role unique? As the Program Contracts and Grants Specialist, you will interface with Air Quality Program and Ecology staff in a multitude of disciplines. You will also directly consult with and support local government and not-for-profit grant recipients, Tribes, local clean air agencies, the Attorney General’s office and other agencies and universities. Your grant portfolio includes landfill methane grants, improving air quality in overburdened communities, diesel and soot reduction, and other federal environmental grants. You will receive support and be involved with the Agency-wide grant group (including other agency-wide grant administrators) and develop expertise in competitive procurement processes. What you will do:
Negotiate, prepare, and manage complex contracts and agreements. Resolve issues that arise during the contracting process.
Ensure state policies and procedures are followed throughout the procurement process.
Assist staff in helping them in understanding regulations, policies, and procedures in the preparation of contracts, agreements, and procurements.
Review and analyze contracts and agreements to be sure they comply with regulations, policies and procedures.
Negotiate agreements with a variety of stakeholders.
Independently confirm reimbursement requests and grant submittals are eligible using working knowledge of grant agreement and guidelines, state and federal statutes and rules, AQP and Agency policies and procedures, and taking into account audit requirements and grantee relationships.
Provide expertise in determining eligibility issues and tracking and recording eligibility decisions as precedent for future issues.
Develop performance measures to accurately track and report data on all AQP grant programs.
Coordinate with the regional grant fund managers in grant cycle planning and execution.
Qualifications
This is an In-Training Position. The goal class for this position is Environmental Specialist 4 (ES4) . We will consider applicants who meet the requirements for the ES2, ES3 and ES4 levels. If the finalist meets the requirements for the ES2 or ES3 levels, they will be hired in at that level and placed into a training program to become an ES4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. Duties
What makes this role unique? As the Program Contracts and Grants Specialist, you will interface with Air Quality Program and Ecology staff in a multitude of disciplines. You will also directly consult with and support local government and not-for-profit grant recipients, Tribes, local clean air agencies, the Attorney General’s office and other agencies and universities. Your grant portfolio includes landfill methane grants, improving air quality in overburdened communities, diesel and soot reduction, and other federal environmental grants. You will receive support and be involved with the Agency-wide grant group (including other agency-wide grant administrators) and develop expertise in competitive procurement processes. What you will do:
Negotiate, prepare, and manage complex contracts and agreements. Resolve issues that arise during the contracting process.
Ensure state policies and procedures are followed throughout the procurement process.
Assist staff in helping them in understanding regulations, policies, and procedures in the preparation of contracts, agreements, and procurements.
Review and analyze contracts and agreements to be sure they comply with regulations, policies and procedures.
Negotiate agreements with a variety of stakeholders.
Independently confirm reimbursement requests and grant submittals are eligible using working knowledge of grant agreement and guidelines, state and federal statutes and rules, AQP and Agency policies and procedures, and taking into account audit requirements and grantee relationships.
Provide expertise in determining eligibility issues and tracking and recording eligibility decisions as precedent for future issues.
Develop performance measures to accurately track and report data on all AQP grant programs.
Coordinate with the regional grant fund managers in grant cycle planning and execution.
Qualifications
This is an In-Training Position. The goal class for this position is Environmental Specialist 4 (ES4) . We will consider applicants who meet the requirements for the ES2, ES3 and ES4 levels. If the finalist meets the requirements for the ES2 or ES3 levels, they will be hired in at that level and placed into a training program to become an ES4 within a specified period of time. Required Qualifications: Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

JOB DUTIES AND RESPONSIBILITES:
Track and report contract deliverables in eJAS, ORIA’s data management system. Deliverables include student participation hours and notes, education plans, intake results, and support services.
Verify and update students’ demographics data quarterly.
Assist students with admissions and class registration.
Lead student support services program by ordering, tracking, and circulating technology devices and books.
Proctor CASAS testing and prepare quarterly progress reports.
Assist students with technology trouble shooting.
Coordinate, track, and report student self-study activities during breaks between quarters to meet required participation hours.
Maintain LEP Teams site, organizing and saving back-up documentation, reports, and schedules.
Interpret, apply, and maintain compliance with college policies and procedures, as well ORIA program deliverables.
Help develop program policies and procedures by providing input for areas of responsibility.
Attend regional ORIA meetings.
Perform related duties as required.

Building upon existing structures, this leader will design and implement scalable strategies, processes, and systems to ensure dissemination of information to the right people at the right time. This role’s primary initial goal will be to set the priorities and strategies for the aggregation and dissemination of information, while jumping in mid-stride to improve existing efforts. General Strategy
Develop and implement a strategy – with success metrics – that integrates knowledge management and learning and addresses key gaps in both.
Connect the strategy to the firm’s and MO business’ strategies and model, including anticipating and acting on future business needs that a knowledge management and learning strategy will need to address.
Lead change management initiatives related to the knowledge management and learning strategies, including for MO staff, the IT team, the Business Development team, and clients.
Develop and implement a budget, along with business cases for investment of funds.
Build, manage, and support knowledge management and learning teams to drive the outcomes of the knowledge management and learning strategies and related functions.
Identify, recommend, and lead the build-out of relevant IT systems.
Build the roster of, work in partnership with, and manage external consultants to support the advancement of the knowledge management and learning strategies.
Participate in knowledge management and learning communities of practice across the firm.
Knowledge Management Leadership
Identify needed team and role competencies necessary to achieve business outcomes, and develop a functional and related knowledge management program.
Implement knowledge management and sharing processes and systems that increase knowledge availability, through the lens of self-service and self-sufficiency.
Partner with internal teams to identify knowledge that team members need to know throughout different stages in their employee lifecycle and make it accessible.
Work across MO to develop and implement tools, reports, dashboards and databases that will improve program, technical and operational effectiveness and efficiency.
Improve the ease that knowledge is distributed and searchable across MO.
Develop and implement guidelines and expectations for how the team creates, maintains, and accesses knowledge and resources.
Identify best knowledge management practices and leverage existing technology (e.g., SharePoint, Salesforce) or secure new technology to create new and better systems and business intelligence forums.
Engage staff as active participants in updating knowledge management systems and processes with relevant information.
Support subject matter experts in distributing their specialized knowledge across MO.
Implement processes and technology systems that minimize continuity disruptions caused by institutional and project knowledge leaving when team members depart.
Support coordination of how MO business policies and processes are changed and shared.
Learning and Development Leadership
Identify needed role competencies within the team necessary to achieve business outcomes, and develop a team-based learning program to support staff development.
Develop a structure that best positions staff to develop the skills that are appropriate to their role and where they are in their Managed Organization’s career lifecycle.
Create an efficient and effective onboarding program that targets optimizing new team members in their roles as quickly as reasonable.
Develop and manage skills training for team members by level and services provided.
Build curricula to ensure staff at all levels have the right knowledge and skills to competently deliver core services.
Develop and leverage experiential learning programs– including shadowing, role playing, and sandboxing – to increase learning outcomes.
Work the firmwide learning and development (L&D) leader in the usage of and further development of our learning management system (LMS).
Use self-service (including within the LMS and across other available technology solutions) and interventions (e.g., video training, flow charts) to systematize and foster efficient learning.
Create a development pathway, in coordination with HR, that clarifies how a team member can grow from level to level.
Develop and convey effective learning and development standard operating procedures working within the firmwide blended L&D function.
Share adult learning and facilitation expertise with those team members responsible for MO training.
To Be Successful in This Role, You’ll Need

This is a full-time position. We offer a competitive and holistic total rewards package that includes salary, bonus, and benefits. Our compensation ranges are based on salary ranges for similar sized organizations in the professional services sector and adjusted for local labor market rates and differentiated by geography.
Durham range $75,000-$85,000
Chicago range $80,000-$90,000
DC range $85,000-$95,000

Working with Us While this position must be based in Durham, NC, Chicago, IL or Washington, DC, Please note that all Arabella Advisors’ offices have reopened, and we work in a hybrid environment. We reopened our offices in Summer of 2022 and work with a hybrid workplace strategy to ensure continued flexibility for our staff, while deepening our strong culture rooted in collaboration and in-person interactions between colleagues. We expect that after their initial onboarding, all Arabellans will have the choice of two hybrid schedules. Our hybrid schedule options include Flex, with 1-2 days per week in the office, or Office-based, with 3+ days per week in the office (or more if preferred) and the remaining days working at home/remotely.
