Job Description

PeopleTec is currently seeking a FMS Program Analyst to support our Huntsville, AL location.

The candidate will serve as a FMS Program Analyst for Security Assistance Management Director through active involvement in administering the total budget program utilizing the General Fund Enterprise Business System (GFEBS).

Duties Include:

  • Utilize the Logistics Modernization Program (LMP), Standard Operation and Maintenance Army Research and Development System (SOMARDS) and, General Fund Enterprise Business System (GFEBS) to track the commitment, obligation, and disbursement of Foreign Military Sales (FMS) case obligation authority.
  • Utilize information from the Defense Integrated Financial System (DIFS) and the Program-Budget Automated System (PBAS) to track and verify FMS case line values for monthly reporting.
  • Prepare annual Program Objective Memorandum (POM) / Security Assistance Program Budget Review (SAPBR) exhibits for submission to higher headquarters for budget justification of the FMS Admin budget and to ensure that organizational execution is consistent with current resource requirements and prepare workload studies and data calls for senior management to assist with the balancing of PMO workforce against FMS-A mission requirements.
  • Evaluates programmed distribution of available funds submitted by program directors against mission and workload objectives to ensure proper balance of funds distributed to support mission requirements, fixed costs, and other essential support costs.
  • Analyzes trends in fund utilization, and prepares status reports depicting causes for major deviations from programmed targets.
  • Develops recommended reprogramming of funds to ensure that balance is maintained among LRCs and that resources are used in the most efficient manner.
  • Analyzes fund utilization of annual funding programs, quarterly allotments, reimbursable programs, and the status of stock fund sales and acquisition authority levels.
  • Ensures the distribution of funds received from higher headquarters is in accordance with approved programs and supports required limitations, floors, and special projects/earmarked line items on the Fund Allowance Documents (FAD), and are properly annotated on targets/ceilings. Ensures appropriate financial management procedures are followed, which provide for continual review and surveillance of fund distributions, floors, and limitations to minimize violations of the U.S. code. Assists in the preparation of budget briefings given.
  • Provides guidance to other Budget Analysts in the compilation.
  • Budget Administration and Planning.
  • Incumbent interprets budget policies, directives, and regulations received from higher headquarters, and publishes local implementing directives.
  • Emphasizes and explains budget limitations, program requirements, and directives. Directs attention to actual or potential funding problems and recommends policies for solving them.
  • Responsible for both manual and automated portions of budget reporting requirements.

 

Required Skills/Experience:

  • Experience with SOMARDS and GFEBS
  • 6+ years of Security Assistance Management.
  • Travel: Up to 10%
  • Must be a U.S. Citizen
  • An active DoD Secret clearance is required to perform this work. Candidates are required to have an active Secret clearance upon hire, and the ability to maintain this level of clearance during their employment.

Education Requirements:

  • Bachelors Degree (4 years of additional experience may be in place of a degree)
