Minimum Qualifications:
A Bachelor of Science degree in civil engineering; or any equivalent combination of education and experience demonstrating knowledge of engineering principles and site design such as surface water hydrology, soils, traffic, structural, survey, and road geometrics.
Advanced knowledge of functional discipline of engineering.
Advanced policy and code analysis and development
Knowledge of supervisory techniques and principles

Ability to convey technical information to the public, government agencies, engineering and environmental consultants, and developers.

What makes this role unique?
In this role, you will help increase and improve the learning opportunities available to Ecology’s workforce in topics related to diversity, equity, inclusion, and respect (DEIR). You will do this by bringing your expertise in learning and development to collaborate with experts in DEIR, to help identify Ecology’s workforce needs and the best ways to meet those needs. Challenges may include hearing tough feedback, balancing diverse opinions, and ensuring inclusion of key interested parties; opportunities include growing in your own learning and helping our workforce to grow as well, to cocreate a workplace where all belong. What you will do:
Align all work with Ecology’s strategic efforts in DEIR, pro-equity anti-racism, accessibility, belonging, restorative justice, environmental justice, and other related efforts, such as the work of Ecology’s DEIR Design Team.
Create and support multiple channels for gathering feedback from DEIR subject matter experts and key interested parties, including convening a Learning and Development Advisory Group.
Identify potential learning opportunities to meet Ecology’s business needs and facilitate evaluation and piloting of those opportunities.
Provide consultation to Ecology’s workforce at all levels about training operations, opportunities, and services.
Administer a portfolio of learning and development opportunities, from contract development to invoice approval, to support Ecology’s strategic efforts in DEIR.
Administer Ecology’s learning management system, the Washington State Learning Center, in support of this work.
Qualifications
Required Qualifications: Years of required experience indicated below are full-time equivalent years. What makes this role unique? In addition to a wide variety of HR generalist functions, you will serve as the subject matter expert and HR lead in Reasonable Accommodation, focusing on applying process improvement principles and methodologies to the reasonable accommodation process. You will develop and update supervisor and employee resources related to accommodations. This position is not transaction-focused, rather the focus is on consulting, creating, and improving. What makes this role unique? In addition to a wide variety of HR generalist functions, you will serve as the subject matter expert and HR lead in Reasonable Accommodation, focusing on applying process improvement principles and methodologies to the reasonable accommodation process. The Oregon Health Authority (OHA), Public Health Division (PHD) Environmental Public Health (EPH) Section is recruiting for a GIS Analyst in the EPH Data and Epidemiology Unit to provide geospatial analysis and reporting support and improve accessibility of environmental public health data.

What you will do!
The Environmental Public Health GIS Analyst position supports geospatial data acquisition, integration and analysis as well as the development of geospatial information services and products needed to implement Environmental Public Health (EPH) programs, in particular the Environmental Public Health Tracking (EPHT) and Harmful Algal Blooms (HABs) programs. The individual in this position will be part of a Data and Epidemiology Unit that is actively learning how to center and lead with data equity and data justice and dismantle inequities. The GIS Analyst will recommend indicators and metrics and prepare analyses, data management, data visualization, data storytelling, public-facing dashboards on EPH websites, and reporting for the databases and systems developed for these programs. This individual may also be called upon to provide GIS support to emergency response during environmental hazard events. Analysis activities require collaboration with members of the EPH Data and Epidemiology Unit and other internal and external partner agencies and organizations that gather environmental hazard, natural resource, built environment, infrastructure planning, environmental exposure and health effects data, with a focus on health equity throughout.

Minimum Qualifications
Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
NOTE: A Bachelor's Degree or higher in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures can substitute for three years of the required experience.

Position requires experience and a high level of skill using geospatial analytical techniques and software (e.g., ArcGIS Pro, ArcGIS Online and Experience Builder) to acquire, integrate, analyze, and produce geospatial information.

Familiarity with data equity concepts and community-engaged study frameworks.
Proficiency with the following computer applications: Microsoft Office and Teams, statistical applications (e.g., R, SAS and/or SPSS), database software (e.g., Access, SQL-Server), business intelligence applications (Tableau, Power BI, Esri Insights) and knowledge of specialized computer data querying, structure, and scripting languages (e.g., SQL, XML).
Desirable to have knowledge and skill in geospatial metadata creation.
Experience integrating quantitative and qualitative data (mixed methods) and data storytelling a plus.
Must have good communication skills (verbal, written, and interpersonal).
Demonstrated leadership skills, project management experience and ability to work with interdisciplinary teams is desired.
